Dr. Gerard F. Anderson is a nationally recognized health policy expert and health economist whose work has shaped healthcare payment reform, hospital finance, and health system policy in the United States and globally. He is Professor of Health Policy and Management and Professor of International Health at the Johns Hopkins Bloomberg School of Public Health, Professor of Medicine at the Johns Hopkins School of Medicine, and Director of the Johns Hopkins Center for Hospital Finance and Management. His research focuses on healthcare spending, hospital payment systems, chronic disease financing, and comparative health system performance.
Before joining Johns Hopkins in 1983, Dr. Anderson served in the U.S. Department of Health and Human Services, where he helped develop Medicare’s prospective payment system—one of the most significant reforms in hospital reimbursement policy. He has authored more than 300 peer-reviewed publications, testified before Congress more than 40 times, and advised organizations including the World Bank and USAID on health system reform. His expertise provides critical perspective on hospital tax exemption, financial accountability, and healthcare affordability.
