Judith Garber is a health policy analyst whose work focuses on hospital accountability, community benefit policy, and healthcare equity. As a Senior Policy Analyst at the Lown Institute, she conducts research on nonprofit hospital spending, tax exemption standards, and the role of hospitals as community anchor institutions. Since joining the Lown Institute in 2016, she has contributed extensively to national conversations on hospital fairness, affordability, and the accountability of tax-exempt health systems.

Her research examines how hospitals invest in community health, address racial disparities, and align financial practices with public benefit obligations. Garber has authored white papers, policy briefs, journal articles, and op-eds on hospital community benefit standards, value-based care, and health equity. Her work has helped inform policy debates on how nonprofit hospitals can better meet community needs while justifying the public subsidies they receive.
